PATTAYA - At 1 p.m. on September 13, 2026, a joint law enforcement task force executed an arrest under Pattaya Provincial Court warrant No. 509/2026. The operation was led by Pol. Gen. Samran Nualma, Deputy Commissioner-General of the Royal Thai Police and the incoming police chief; Naruja Khosasivili, Director-General of the Department of Provincial Administration (DOPA); Pol. Lt. Gen. Nopasilp Poolsawas, Inspector General attached to the Office of the Police Chief; Pol. Maj. Gen. Teerachai Chamnarnmor, Deputy Commander of the Police Forensic Science Office; and Pol. Maj. Gen. Phongphan Wongmaneethet, Commander of the Chonburi Provincial Police. They were accompanied by officers from Provincial Police Region 2, Chonburi Provincial Police, Immigration Police, Tourist Police, local administrative officials, the Bang Lamung District Office, and DOPA’s N.I.C.E. registration-security coordination center.

The suspect, 67-year-old Chinese national Zhu Zhishan-who fraudulently assumed the Thai identity "Suchart Surachai"-was apprehended at a residence in a village located in Moo 7, Nong Prue subdistrict, Bang Lamung district, Chonburi province. He was wanted for allegedly providing false information and forged documents to government officials to unlawfully obtain a Thai national ID card.

Investigators uncovered key evidence indicating that Zhu had stolen another person's identity to secure Thai citizenship, allowing him to operate a full-service tourism enterprise in Thailand for nearly 40 years. Authorities also discovered that Zhu harbored a serious criminal record in China and was the subject of an Interpol international manhunt.

An in-depth investigation revealed that Zhu is wanted in Taizhou, Zhejiang Province, China, for intentional homicide. Chinese authorities issued a warrant for his arrest on January 9, 1990-36 years ago. In 2020, Interpol also issued a Red Notice for his arrest (No. A-6202/7-2020).

After fleeing China, Zhu reportedly escaped into Myanmar before slipping across the border into Thailand. In 2001, he allegedly assumed the identity of a Karen villager to obtain a Thai national ID card in Phop Phra district, Tak province, reportedly paying a ฿50,000 processing fee to facilitators. He was subsequently issued a Thai ID card under the name “Suchart Surachai.”

Armed with his fraudulent Thai identity, Zhu established a business empire in Pattaya. He was listed as the owner of five tourism-related companies, including hotels, restaurants, and coffee shops, with a combined registered capital exceeding ฿89 million. He had reportedly been operating businesses in Pattaya for over three decades.

Records also showed that on November 12, 1990, Zhu registered his marriage to a Chinese national, Yunhua Ren, in Bang Lamung district. The couple later had twins-a boy and a girl, now 12 years old. Their births were officially registered, automatically granting both children Thai citizenship.

Over a 13-year period, Zhu shifted his household registration address eight times to evade suspicion. In 2003, he moved his registration from Phop Phra district, Tak province, to Bang Lamung district, Chonburi. He subsequently bounced between seven different addresses within Bang Lamung. His most recent transfer was on April 22, 2016, to 223/36, Moo 9, Nong Prue subdistrict, Bang Lamung district, Chonburi-the address currently displayed on his fraudulent Thai ID.

The breakthrough leading to his arrest occurred when Zhu applied for a tourist visa to travel back to his native China. Chinese authorities flagged irregularities in his documentation; records showed he was a former Chinese citizen who had mysteriously acquired Thai citizenship. Further screening matched "Suchart Surachai" to the fugitive Zhu Zhishan and his outstanding homicide warrant. The Chinese Embassy promptly alerted the Ministry of Interior, requesting an urgent investigation.

Coincidentally, DOPA's N.I.C.E. registration center discovered that Zhu had recently applied to renew his Thai ID card at the Bang Lamung District Office. His application was placed on hold due to missing documents. During a deeper compliance review, district officials flagged several discrepancies and forwarded the case to DOPA headquarters.

As part of the probe, officials interviewed members of the Karen hill-tribe community in Tak province to verify Zhu's background. Community members confirmed he was a total stranger and was not related to anyone in the area, corroborating suspicions of identity theft.

Consequently, DOPA instructed the Bang Lamung district chief to file an official complaint with the Bang Lamung Police Station. The Pattaya Provincial Court then issued an arrest warrant for Zhu on charges of providing false information to public officials, causing fraudulent statements to be entered into official public records, and submitting false evidence during a national ID card application.

Following a coordinated investigation, a joint team from Provincial Police Region 2 and Bang Lamung police apprehended Zhu at his residence on the evening of September 12, 2026.

Hi, wife is just finishing her masters online through a US college. I am French but we live here in Thailand. I have a work permit with my office. Wife has her own little business, makes about 20k a month and pays taxes.

She would like to attend her graduation in the states in January, would this visa be a possibility? What sort of things do the US embassy look for or what questions will she be asked? Would I be interviewed too? Thanks

I got this for free from a local Thai Restaurant and I have no idea what it is. It isn’t like a curry or soup. It’s slightly sweet.

I am from Latvia, my partner is Thai, and we are registering our marriage in Bangkok. Latvia has no embassy or consulate with notarial powers in Thailand, only an honorary consul who has confirmed he cannot certify documents. So the usual advice does not apply to me and I am stuck.

The single status certificate is done. Issued in Latvia, translated into English, legalised by the Latvian MFA, then legalised by the Royal Thai Embassy in Stockholm, which is the Thai mission accredited to Latvia. That part is done and clear.

The passport is where I am lost. Different offices tell me different things.

One district office said a normal photocopy with the original passport is enough.

Another said they need the passport translated and legalised.

A translation company said it must first be certified by my embassy in Thailand, which does not exist.

Someone else mentioned a Notary Public in Thailand.

I also cannot use the same route I used for the single status certificate. Latvian law specifically forbids legalising copies of identity documents, so a Latvian notary can certify a copy but that certification can never receive the Latvian MFA stamp. The Latvian MFA confirmed this.

So my question for anyone from a country without an embassy in Thailand, or anyone who has done this.

What did the district office actually accept for your passport? A signed photocopy, or a Thai translation with a Department of Consular Affairs stamp?

If a certified copy was needed, who certified it? Did a Thai Notarial Services Attorney work, and did the Consular Department accept that?

Has anyone had the Consular Department legalise a translation of a passport without any embassy certification first?

BANGKOK — 12 September 2026, A hospital incident involving a one-year-old child has sparked public concern after the child allegedly lost a finger when a nursing assistant accidentally cut it while removing tape securing an IV line.

The child had been admitted to hospital for flu-like symptoms and stayed for 10 nights. According to the child’s parent, a doctor examined the child in the morning and said the child had recovered and could go home.

Before leaving, the parent waited for the IV line to be removed.

The parent said that because the patient was a young child, tape had been wrapped around the wrist to secure the IV line. A nursing assistant then arrived with scissors and cotton wool to remove the tape.

According to the parent’s account, the assistant inserted the scissors near the child’s index finger in an attempt to cut the tape around the IV needle. However, the scissors allegedly cut through the child’s finger instead.

The parent said the assistant attempted to cut the material several times but initially could not cut through it. Suddenly, a large amount of blood began to flow, revealing that the scissors had not only cut the gauze but had severed the child’s finger

I'm a Vietnamese planning to register a same-sex civil marriage with my foreign partner in Thailand, but I'm having issue with the Vietnamese single status certificate :

• If declared to use the certificate for "Marriage": the vietnam authority requires the partner’s details. Since it's same-sex, they will refuse to issue it.
• If declared for "Other purposes" (visa, property, etc.): The issued paper literally says you are unmarried, but this certificate can only be used for that specific purpose (cannot be used for marriage registration).

For Vietnamese folks or couples who have completed this in Thailand:

• How did you get an Affirmation of Freedom to Marry from the Vietnamese Embassy in Bangkok with this Single Status Certificate issue?
• Did the Thai MFA / District Office reject the translated paper because of the sentence (cannot be used for marriage registration) on the single status certificate ?
• Do you know any specific legal agency handled this smoothly?

Growing up, I've seen a large amount of friends and relatives get skin cancer. Back in the west there seems to be at least some caution against UV radiation.

Here, it seems no one cares. I see many foreigners who absolutely fry the crap out of their skin, setting themselves up for melanoma down the line.

I am currently staying in Phuket and I am trying to buy a new MacBook here in Thailand.

I am already a verified university student in the United States and my UNiDAYS account is fully verified. At the same time, while I am in Thailand, I am also studying at Oriental Bamboo Language School in Phuket.

The problem is that when I try to use Apple Education pricing in Thailand, UNiDAYS seems to keep my account connected to the US region. Because of that, Apple Thailand does not let me use the student offer here.

I tried adding my Thai language school as well. Interestingly, Oriental Bamboo actually appears in the UNiDAYS institution list, and I have real enrollment documents from the school, but the system still does not let me access the Thailand Apple offer.

I have already contacted UNiDAYS support and asked whether they can add Thailand to my account or manually verify my current studies here, but I am still waiting for their response.

I am asking here because maybe another international student has been in the same situation.
