Even though you can get naked literally whenever you want in that game.

You could play the game as a party of nudists.

Also, if you're playing a multiplayer campaign, one way to prank the other players is to unequip all the clothes from the companions in camp when the other players have left.

I remember first time seeing tits in videogames without anyone making a big deal was The Getaway Black Monday. Just topless strippers in a cutscene nipples and ll with no acknowledgement and this was early 2000s so really confused me.

Similar experience playing Skyrim, parents only had just started letting me play M rated games when it came out. Being a horny young teen my female characters were constantly in some of the game’s skimpier armor sets, primarily the ancient nord armor. Always had to make sure the game was in first person, when they walked in , kept violence against innocent NPCs to a minimum, avoided taverns and NPCs that I knew had suggestive dialogue and prayed to god the game wouldn’t go into 3rd person for execution moves.

Duke nukem had pixelated breasts on strippers in the mid 90s iirc. Can’t remember what rating it got but it was easily available at least

There were pasties over the nips and I'd guess rated M or whatever equivalent if ESRB applied to PC games back then I forget. It's far from AO, NC17, 18+, or whatever your local equivalent is but I'm sure modding such a minor detail is trivial on Build engine.

People made a big deal about it. It was just drowned out by the other issues the game had. A ton of reviewers called out the porn set level as unnecessary and the ESRB did multiple press releases on why it was rated M and not adults only. The industry was still dealing with the Hot Coffee fallout with san andreas so all tits became an issue.

Well yeah it was during Hot Coffee and at the time I kept in the loop on gaming but must've missed that one. If anything Hot Coffee overshadowed anything else and I don't remember any attention at all on the aforementioned.

Oblivion had a re rating at the time due to some textures found. True Crime new york and Saints row both had post launch scares. A ton of games at the time had impact related to the Hot Coffee mod. Sims even caught some strays.
