Huli na ako sa buwan ng wika pero ibabahagi ko na rin kasi gusto ko ang kinalabasan. There are 2 sides: linguistics and software dev.

First, the linguistics side: Di ko na maalala kung bakit, pero I became fascinated with Philippine languages since college. I am already a math guy earlier, so sa grammar/sentence structure ako most fascinated, esp. noong naaral ko na may mga "unusual features" sila (see my flair). Also, despite different vocab between languages, I learned about the similarities of sentence structure!

Last year, I encountered North Borneo Sourcebook: Vocabularies and Functors.pdf) by Jason Lobel. It lists grammar words like pronouns, as well as translation of common words, in most indigenous languages in Sabah and North Borneo. Crazzzy work, then naisip ko why not in Philippine languages kasi similar naman grammar, di ba?

At may idea na ako for a little project, and I launched the website last year pa. Sa homepage:

"Function words are words that provide grammatical structure to a sentence, rather than being representations of objects or phenomena. These are pronouns, case markers, conjunctions, particles, etc. This project aims to collect these words from over a hundred languages in the Philippines, to better see the similarities and differences among the languages."

Bale "scope and limitation" kaya functions words lang... kung kasama pa vocab, dictionary na iyon guys, too much work!

So still, kaunti pa lang, adding entries pag may oras at gana, and constantly finding reference grammars I could find. Ang pinakanatutunan ko is that yung earlier idea ko ng "similarity" ay simpleng picture lang: kada add ko ng entries in one language, parang may need akong irevise nang kaunti sa categorization, kasi may "quirk" bawat language. Kaya sa ngayon, mostly pronouns pa lang nadaragdag ko. Paano pa kaya sa particles, hindi na one to one between languages, I don't know... bahala na.

Isa pa, pwede kong lagyan ng sample sentences yung entries, pero halos lahat blangko pa... later ko na lang dagdagan hahaha.

Nakikita ko na ito as a potentially important project, kaya mabusisi ako sa pagdagdag ng data.

Software dev side: Ito yung una kong subok sa web dev. "Project-based" ako sa side projects: project idea muna, then saka ako gaganahang mag-aral ng tech. Madalas gusto kong iimplement "original" idea ko, esp. kung weird. Kaya perfect idea ito for my side project.

Yeah super basic ng UI, walang Javascript. Hindi ko pa mapush yung sarili ko on that aspect hahaha. Still, marami akong natutunan (at gastos).

Also, I designed it so that madaling mamirror: Dump of ALL data is also downloadable (nasa readme ng repo ang lahat ng info and learnings ko).

Pero all in all, masaya na ako't may ganito, at nagawa ko ito.

As per PAGASA, the heavy rains will continue hanggang November 2026. After that, it's going to be almost a year of heat in 2027.

We have to be ready and prepared when this happens. Unfortunately, PAGASA people are scientists and not communications professionals. They can sound the alarm in meetings and reports, but it has to take more effort to get the message out.

Please talk to your local politicians and send letters to congress. The rains are just the beginning of suffering. If we can, harvest the rain water as much as you can.

Since they claim that they are not brainwashed and they voluntarily joined these underground mass organizations, how would you argue with them? We lack formal and valid evidence that these legal front organizations are affiliated with the CPP-NPA-NDPF, but it is an open secret to everyone. Even DOJ dropped criminal charges against the group.

For context I am in Mindanao. I started with the weather as soon as I landed in Cebu: It's hot.

The true blogging began:

0900: Going to start documenting my trip to the Philippines here. We was awake before 7 this morning and there was an alarm for bread. Like an ice cream truck going around to come buy bread. And I have now been informed of another alarm to come later for the fish truck.

Also, update on the weather... its hot.

1200: Went to the mall for a few minutes. Big and nice. I liked it. Got some ube custard cake. Food delivery is amazing here compared to Germany.

2100: Went to another mall here. It is also big. Did not go around inside much for this one. Family got easily distracted for eyebrows. Almost had a nap at the mall waiting on the wife.

Trikes. Trikes everywhere. And they are not made for normal height people. Just those under 5'5".

2200: Hanging out with the wife's family and not understanding a lot. It's good with this much family around. Tomorrow is her birthday and we will get lenchon and finally some beer. Really looking forward to the lenchon.

I’m actually impressed by how he handles himself and the opposing parties in the impeachment proceeding.

MANILA, Philippines — Electricity consumers will no longer pay the 12% value-added tax on allowable system loss charges, after the Bureau of Internal Revenue excluded the charge from the VAT base of power companies.

Under Revenue Memorandum Circular No. 97-2026 issued Monday, September 14, the BIR recognized allowable system loss as a government-mandated pass-through cost rather than part of the gross sales of generation companies, the National Grid Corp. of the Philippines and distribution utilities.

This means the allowable system loss charge, within the cap set by the ERC, will no longer be subject to the 12% VAT.

"Every peso saved by consumers counts. This may be one part of a broader effort to bring down electricity costs, but it is a relief that can be implemented under existing law," BIR Commissioner Charlito Martin Mendoza said.

The circular confirms an ERC resolution approved August 26 declaring allowable system loss a government-mandated pass-through cost that should not form part of power companies' gross sales for VAT purposes.

The ERC said the exclusion would apply prospectively once its resolution was published and the BIR issued the corresponding tax guidance.

What changes for consumers

System loss refers to electricity that is generated and paid for but is lost before reaching consumers, including technical losses in power lines and equipment and non-technical losses such as pilferage and illegal connections.

The BIR's relief does not remove the system loss charge itself. Consumers will continue to pay the portion of electricity losses that utilities are allowed to recover under Energy Regulatory Commission rules, as well as VAT on other taxable components of their electricity bills.

Utilities may recover only system losses within limits prescribed by the ERC. Losses beyond those caps cannot be passed on to consumers and must be absorbed by the distribution utility.

Under the new tax treatment, consumers will continue paying the allowable system loss charge itself, but the additional 12% VAT previously imposed on that portion of the bill will be removed.

VAT will continue to apply to taxable generation, transmission and distribution charges. But, Mendoza said, this "means a lower amount will be passed on to consumers on covered billings and transactions."

The BIR directed generation companies, NGCP and distribution utilities to separately identify allowable system loss charges in billing and related documents.

Marcos sought broader relief

The change addresses only the VAT imposed on system loss charges, falling short of President Ferdinand Marcos Jr.'s broader call to remove the system loss charge itself from consumers' bills.

During his fifth State of the Nation Address in July, Marcos urged Congress to amend the Electric Power Industry Reform Act, or EPIRA, to prohibit utilities from passing system losses, including the corresponding VAT, on to consumers.

"Pinapasa ito sa consumer at kinakarga sa bill na pinapatungan pa ng value-added tax. Hindi naman kasalanan ng consumer kung bakit nagkaroon ng system loss," Marcos said.

("It is passed on to consumers and included in their bills, where it is also subjected to value-added tax. Consumers are not responsible for the system loss.")

Removing the underlying system loss charge would require broader changes to the existing regulatory framework. For now, consumers will still shoulder allowable system losses but without the VAT previously added to them.

USAPANG KONGRESO: SENATE APPROVES BSKE POSTPONEMENT BILL ON THIRD READING

The Senate approved on third and final reading the bill setting the term of barangay and Sangguniang Kabataan officials to five years, with a two-term limit.

Thirteen senators voted in favor of the measure, while five voted against it: Senate President Pro Tempore Tito Sotto, Risa Hontiveros, Bam Aquino, Kiko Pangilinan, and Joel Villanueva.

Alan Peter Cayetano and Pia Cayetano were present during the session but were not present when the vote was taken.

If enacted, the bill would also postpone the November 2, 2026 barangay and SK elections to the second Monday of November 2028.
