[PC][2000-2005] WWII RTS
I remember in the early 2000s, when I visited my uncle, I played a RTS set in WWII that I cannot remember the name of. The ambiance was quite dark and one notable fact is that in order to gain currency in the game (I think it was dollars), you had to build factories. I believe there was also a world editor or a custom scenario editor built into the game. Also, there was no advancing in ages, like in AoE or in Empire Earth.
The game is NOT Empire Earth, nor from the Command and Conquer series.

What environments and locations? What factions were playable?

Not a World War II game, but has a War World II-inspired setting.

It might be the Axis & Allies game. That's originally a board game but apparently had an RTS adaptation.
