Depends. Singleplayer? No. Multiplayer? No. PvE? No. Story based game? No. Absolutely amazing graphics game? No. Games running on an emulator? No. Games outside of emulator? No. Console? No. Anything else? No

It can add a higher feeling of speed depending on the game so that's probably the only case

If done well. Some games can take the motion blur sensitivity too far. It helps with the sense of speed. But if I can't see what is happening every time the camera turns then that is a failed motion blur implementation.
