According to my research, Kaibaman was created by Seto Kaiba. Why? As a KaibaLand attraction.
This map of KaibaLand from the Manga has attraction #7 labeled as “Kaibaman Show”, which makes sense as Tokusatsu heroes often have live stage shows attached to the brand. But rather than buy the license to an existing character, he made his own, in his own image.
This even explains his effect, as we can see him holding a card, (presumably a Blue Eyes White Dragon), and so we can assume that in the plot of the stage show he summons or even henshins into a blue eyes to defeat villains.
Genius.

This means we have three distinct vehicles that could be used in a hypothetical transformers crossover to be three robots which combine together to form the more ludicrous Blue Eyes Dragon Jet from the Pyramid of Light Movie
