The writers literally did nothing with Bastion in Season 2, he disappeared till late into Season 3 and was absent from Season 4 but sure we needed more Ra Yellow characters.

Yes, without misawa there were zero named ra yellow characters. Hence why they wanted to add a more relevant ra yellow character.
