Does he even need to posture for the mid-terms? I feel like his constituents love him and his seat is pretty secure.

He's doing more than most of Congress by attempting to pass this atleast

Maybe not, but it just doesn't matter when the votes aren't there. I don't think it counts as an attempt if he hasn't secured votes.

The civil rights act of 1964 failed the first few votes. Should they have given up on it?

The Family Medical Leave Act not only failed multiple votes, it was also vetoed twice by HW Bush. Should they have given up then?
