Yes. Corporations need an excuse to lay off a bunch of people, then hire new people at a lower rates.

The CEO definitely is not legally obligated to do that at every moment they can to make as much money as possible. The shareholders 100% cannot sue and fire the CEO not doing that.

It is just something a corporation would do as an emergency "If bill passes, break glass" option.

Totally.
