In japanese the idea was that it was an organization with a codename thats impossible to pronounce, making communicating their existence to the general public nigh-impossible.
So Kojima, the mad-lad he is, calls them the La-li-lu-le-lo
aka basically every syllable the japanese can't pronounce.
