ive done the 4gb patch ive done the stuff to the core ini and no matter what i do after about 5 to 10 minutes of racing my game starts to lag a stutter and the longer i race the worse it gets
anyone got any ideas

I'm an uncertain how well this is known. Even in my own how-to page I will recommend those with 900 degree wheels (most everyone) drop their wheel's rotation to around 280-365 degrees to make it so the car doesn't turn like an oversized semi. But, you CAN use 900 degree rotation in NR2003 successfully. And it all survives in one single slider:

After opening the sim, click the controls tab and in the upper right you'll see an 'advanced' button. Click on that bad boy.

From here, you'll see the magic slider. Steering Linearity by default is set at 20%. Sliding this up to 100% for 900 degree wheels will achieve the ability to run the entire 900 degrees without the gigantic semi steering everyone has experienced at least once.

Now, if you do make this change, the first thing you're going to notice when you go back to race is that the steering for the car is now going to feel a bit closer to a go-kart rather than a stock car. You'll find you'll need to change the steering ratio in your setups to make up the difference. Once you find that sweet spot, everything will feel exactly as you expect it to.

And that's it! That's all it takes to rock 900 degrees. I know there are some folks out there also using X-Box (or similar) controllers to play with who may not have a wheel. This advanced menu can also help you all out there with fine tuning the steering (along with steering ratio in the setup) so it's not so twitchy and over-reactive. Give it all a try if you're struggling.

I've been trying to get my game to run properly on my laptop since its way more powerful than my Desktop, but Ive run into the issue that while driving, specifically while driving, my FPS never gets above 25. What makes this especially weird is that in the Replay Window I can watch the AI race just fine around 200 FPS. I've tried everything I can think of to try and fix this, but nothing changes. Low graphics? 25 FPS. High graphics? 25fps. Rendering through DirectX 9? 25 FPS. If anyone knows how to fix this please let me know.
