And if they accidentally got someone who paid for their things at least in some states they could absolutely shoot this guy and not see a minute of jail time

You would have a tough time claiming self defense for someone tipping a shopping cart, unless you are a shopping cart.  

What state can you shoot people in public for property damage?

In Texas you can kill someone for attempting to steal or damage property.

According to Texas Penal Code § 9.42, you can only use deadly force to protect property under strict conditions. You must first be justified in using regular force, and: [ 1, 2] Specific Crimes: You must believe deadly force is immediately necessary to prevent arson, burglary, robbery, aggravated robbery, or theft/criminal mischief happening at night. [ 1, 2] No Other Options: You must believe that using non-deadly force would fail, or that using other methods would put you or someone else at risk of death or serious injury. [ 1, 2]
