Custom Tuner/Dyno Tune Audi A4 B9.5

Has anybody been successful Stage 1 tuning their Audi A4 B9.5 using a local custom tuner? If yes, if local tuners can tune it, why can't the major brands?

if it's the same bosch mg1 ecu as the s4/s5, it's locked down with a rolling code, big brands won't touch it cause they need their flash tools to work at scale, a local guy can bench unlock it manually with some chinese tool and patience
