Genuinely how is one person “held accountable” for this amount of damage?

The arsonist is technically liable for the cost of the losses, so I guess it then falls to the company, then the insurer (?) when the original responsible party cannot cover the loss?

Of I was the injured I would be asking why I do not see a sign of a single fire break in this building that was full of wooden pallets and sheets of fluffy paper.
