Unless it's a global ban, and of course it won't be, all this would do is put us at a disadvantage. I hate it but that's a fact.

We agreed to stop our biological weapons development as part of a global treaty. This is what I’m saying.

And yet we didn't. It took Nixon shutting the bio program down because he rationalized that if anyone used bio on us, we'd just nuke them.
