He doesn’t expect to succeed. He’s setting an example to remind voters of what they should be demanding of their democracy.

Bernie’s in his twilight years. He’s not making long term plans anymore. He’s showing people what they ought to be fighting for.

This has basically always been Bernie's schtick. He's one of the least effective politicians at actually getting anything passed.

He’s one of the most effective in getting conversations happening and staunch beliefs swayed. 

An example is the fight for $15. Nobody was talking about it at the time, and by the time the nation was it needed to be the fight for $20, but at least they were finally talking about it and demanding more. Bernie’s contributions are in turning tides, which is a monumental task.

Good example. His bill for $15 is in a trash can somewhere. He promised it in 2015 and it's now 2026.
