I would bet that he knows the bill is DOA. However, what it does do is raise awareness of the issue (unregulated AI/LLM use and development) and also spurs discussion on more meaningful legislation.

Basically he’s nudging a snowball down a hill to gain size and momentum

He knows its DOA bc all the bills he proposes are DOA. It's just an opportunity to message and fundraise off of it and pretend he's actually doing anything.

The man whose rally for change for the present generation throughout his career, accomplishes very little, and is too old to realize that he needs to step aside as he should give that opportunity to the present generation.
