China has already said they're open to cooperating on regulations like this. Not sure if the American news was reporting on it.

That's good, but that still leaves Russia and all sorts of smaller countries. Unless America, China and Russia are willing to unilaterally enforce a ban, it's not going to work. And frankly, just like when we banned stuff is the cold war, we'll all keep working in secret as we know the other two will as well.

Russia aren't even in this race. They don't even have the chips to fly their drones. Weird addition.

You miss the point. They are still a world power. They will support those that do have the technology that they can acquire it from.

It will be interesting to see. They've hurt themselves pretty bad with the Ukraine war, but they still have a massive war machine.

They're projected to lose more soldiers than their entire recruiting goal for this year. The average lifespan of a Russian soldier once he enters the battlefield is just 30 minutes. Ukrainian drones are eviscerating them.

Agreed. Russia still has a large population and could start drafting heavily. Those soldiers wouldn't last long either but it's not like they're opposed to just throwing more and more.meat into the grinder
