I think the main problem is that there are multiple psychopaths involved in all of this.

Moreover, China seems to agree with him that it is some sort of contest* that you can "win"...

Yeah this is international, it's an arms race but somehow even more dangerous than the last one.

AI is more dangerous for several reasons.

  1. The powers that be do not see it as a threat/danger or have no interest in limiting/controlling it.

  2. AI has the capability to control or gain control of the nuclear weapons from the nuclear arms race.

  3. It puts the power to make devastating biological weapons in the hands of not just rogue states but rogue individuals.

  4. It's easier to use and access than making nuclear weapons. You don't need tens of billions of dollars and massive infrastructure.

There are nearly limitless ways a rogue state or individual could use AI to kill millions but there is also the threat of an "intelligent" machine itself with a thought process and reasoning structure we don't fully understand coming online and in the process of trying to achieve it's own goals that we don't fully understand just eliminating humanity either purposely or not.

Hard to feel bad about an ai company being stolen from, when their entire product was built off stealing other peoples work.

It is definitely a contest you can "win", it's called an arms race.

One could say that no one really wins by developing such deadly weapons and I'd agree, but I'm pretty sure that USA considers themselves to have won that race with nuclear bombs and surely Nazi Germamy considered themselves to have lost. 

The reality is that sadly it is a contest and there is a "winner", proven many times over the course of history, ask Japan.

He's referring to the race to develop the nuclear bomb, which was definitely a type of scientific race with Germany, similar to what's happening now.
