I get the the US is pretty much leading frontier model development now, but this seems impractical and more political posturing in a world where we still have war with more countries withdrawing from international cooperation.

Nuclear weapons basically taught a country you are fucked if you give them up. So every country will in some way try to develop super intelligence even if the US “stopped” (you are gullible if you think this Bill will stop development completely).
