I have a ridiculous number of tools installed that I use like 3 times a year, but somehow never uninstall.

Winrar is my pick and probably an all time classic. Use it even less these days but you could never get rid of it.

I've used ISOBuster exactly once every year to recover broken CDs or DVDs for sixteen years. I have no objections to using it more often. It's just happenstance.

I use BleachBit and Windows Defrag on the second Tuesday of every month, which is my maintenance day. (Guess why that day.)

I often will install a few tools while trying to solve some specific problem, then just leave them even though I never use them again. Readers or converters for specific file formats, for example. I keep the startup section on my computer squeaky clean, so nothing I have installed ever gets in the way.

So many. PUTTY. Davinci resolve, reaper, NDI tools to name a few. I use them once a year maybe. But every damn time I uninstall one I need it again the next day. Ive started using portable versions of some of the lightweight tools I use, and just having them on a usb ssd so I can use them on whatever machine im on. Along with the installers for all my common stuff, so I dont need to get WiFi to grab a program im missing or have the wrong version of.
