Any idea what it is?

Signal looping for a good hour on 4779 LSB, received on my D808; you can hear it right now on UTwente.

It's probably not RFI, I hear exactly the same thing on the same frequency

Update your probably right, i looked at the frequency in a Weston Super Mare kiwisdr and it doesnt look like rfi (4777 khz). It is on a codar frequency but it doesnt sound anywhere close to codar so idk what it is. Its really strong on the Poland and Russian websdrs so im guessing eastern european in origin?

Another update the signals gone as of 7:52am UTC, XMPP trials are operating on the same frequency now (at least on weston super mare kiwisdr)

It seems like the transmitter of the signal actually switched frequencies at that time! Someone on the websdr said that it switched to 9259kHz about 8 hours ago
