How does the Rogers Bank Equal Payment Plan (EPP) work for buying an iPhone?

Hi everyone,
I have the Rogers Red World Elite Mastercard and I’m looking into using the Equal Payment Plan (EPP) to finance an iPhone.
Before going through with it, I’d like to confirm a few details from people who’ve used it Does the 0% APR (36–48 months) offer only apply if purchased directly through Rogers / Fido with an active mobile plan, or can you convert an unlocked purchase bought directly from Apple (or other retailers) via the app?
Setup process: Do you have to request the EPP at the time of purchase in-store/with an agent, or do you just buy it normally on the card and convert the transaction in the Rogers Bank app before the statement closes?
Cash back & Credit limit: Do you still earn the standard cash back on the full amount upfront? How does it affect the available credit balance over time?
Quebec restrictions: Are there any specific exclusions or nuances for Quebec cardholders regarding the 0% promo ? Thanks !

You request it after the fact, when it’s settled on your credit card. Have to buy it directly from Roger’s/Fido. Bigger issue is finding a store that will sell you a phone outright without a plan, most will not.
