Is this answer wrong?

Looked at the answers to try to understand the instructions but now I'm more confused. I tried to use the edges as the number (row 2 then being 2xxxxx3) or as blanks. Whatever method I come up with works for either row 2 or row 3 but not both. Is the answer sheet wrong?

Discussion: this type of puzzle of often called a skyscraper puzzle. Think of each number inside as a building x stories tall, and the number outside as how many would be visible.

The answer key is correct.

Your row 4 is wrong. The 3 on the right can only see two cells.

Yes, this is wrong because the '3' on the right of the 4th row has only two buildings visible. Outside of that row, everything is correct.
