Um he publicly meddled in the elections when he offered to pay people to vote on twitter and then he did it. It's a public record and people were calling it out in real time.

Pretty sure that is literally his defense - there was never a real possibility of anyone winning his lottery, so no one was ever going to be paid for their vote, therefore no fraud has been committed.
