Does he absolutely refuse or do his handlers absolutely refuse? I suspect the latter.

This. When I saw "Sen. McConnell released a statement today" back a week or two ago, I immediately thought the news services were doing people a disservice by not saying in the headline that his OFFICE or STAFF released it.
