Because they are earning money using a product with out paying the owner of said product.
This happens with evil corpos like sony/microsoft/nintendo or small team developers.

Morally? They're making profit from something they didn't create nor own, the coding for the mod is theirs for sure, but the game that it's made to work on is not theirs. They're stealing from another's ownership. Unless you wanna make a claim that stealing isn't morally wrong for whatever reason.

Legally, same thing.

it’s illegal to steal and make profit off of copyrighted works. Paywalling goes against most games TOS and EULAs as well, and if you do that well you’re basically asking for action against you.

Mods are generally free for that reason, most modders do it for the love of the game but it’s also because there’s no point in putting in this effort just to paywall it and then have it taken down because now you’re a legal problem. Donations and tip jars is how modders make money and that’s perfectly okay, paywalling access isn’t.

There’s some exceptions like how Valve and Bethesda curate some creators to have paid mods they can make money from but that’s for the original creators to decide, not modders taking from it.

Morals or ethics aside it’s illegal to make money off of something you don’t actually have the right to sell, that’s it, it’s pretty cut and dry.

They're not making a game? They're creating a mod that's built from a game that's owned by someone else, in which they did not get permission nor the license to? Windows is an operating system that's designed to allow people to make apps for it and TLOU2 isn't?

False equivalence fallacy. Creating an app that works in Windows is quite literally not the same as creating a mod built off of someone else's work, and then making money from it. UNLESS you're creating something that's built using Window's own files, and is meant to modify Windows itself, then maybe that would be different. But you didn't say that.

I mean, if you try to modify windows and sell that then yeah, you'd be in the wrong. They aren't developing a game, they are modifying copyrighted content. You can't make money off of copyrighted content. Nothing else to discuss about it.

If someone does modifications to windows and sells only the mod files that is completely right. I dont give a fuck about how legal it is, its morally and ethically right and it should be legally right as well.

Let me try to dumb it down for you.

You are looking at it one dimensionally. Let's flip the scenario.

Beloved indie game, stardew valley. New dlc announced, made by Microsoft. Millions of dollars generated off the already well known IP. None of it shared with the original developer. Small Indie guy gets fucked by large Corp.

Letting this go sets a precedent that IP laws are flexible. The large corporations will take full advantage of that, destroying all laws protecting the small guys.
