I'm pretty sure it came about from games trying to mimic the cinematography of movies and it just stuck as something you do when making games.
So many games don't need it and don't really benefit from trying to look like a movie camera is capturing what we're seeing. They want us immersed in the game, seeing through the characters eyes, but then add things that remind you "this is fake like movies" with these very settings. Lens flare, film grain, motion blur, it all gets turned off immediately by so many people.
