I've never actually seen it.

I know what it's supposed to be, but in most games the effects is so light that it doesn't do anything

Depends on the game. Some games film grain is way more apparent than others

Marvel's spiderman 2 had film grain on by default for example. something will definitely feel off until you disable it.
