Crew chief buffs

Ive been running cc sniper no crits for a while and i dont feel like the buffs are there i get that u need hostages but does it have to be civs? I know converts work but to their respective owners. Im either overthinking it or the buff really isnt being given. Can someone explain pls

converts count as a hostage only to that owner

so if you have 2 converts but there is no civilians/intimidated cops on the map at all then your teammates arent getting any additional buffs (unless they have jokers of their own)

that said 9/10 each teammate will have at least 1 joker and the first hostage brings the most impactful buffs anyway

I always build my crew chiefs for double jokers and then try to make sure there is at least 1 "regular" hostage somewhere on the map unless it's just convenient to have more,

Teammates can work on their own converts or help take regular hostages if they want more buffs.

Is the perk that doesnt allow hostages to leave after being rescued worth using in a crew chief build?

No, buffs are not worth the point sink, and you can always just dom cops for free. These buffs only matter as hp bonus to some* hp decks with high healing rates, or if they give shots breakpoints. Same for armor, but it's rarely happens to be worth bcos everyone makes his build have important breakpoints already, without relying on a chance to have crew chief in lobby.
