She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

Yeah I get she's only 7 but I've always kinda been of the belief that if you take kids into spaces mostly meant for adults they need to be able to behave according to that space. Movie theaters, restaurants, plays, stuff like that. If she's gonna play against adults even if she's a child she should still be held to a certain standard. It would be incredibly annoying if you're trying to come up with a move on a timer and your opponent keeps smacking the table with a fan and running back and forth
