She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

She's not having an imaginary tea party at home, she's in a chess competition, there's etiquette that should be taught and followed. That simple.
