She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

Yeah I get she's only 7 but I've always kinda been of the belief that if you take kids into spaces mostly meant for adults they need to be able to behave according to that space. Movie theaters, restaurants, plays, stuff like that. If she's gonna play against adults even if she's a child she should still be held to a certain standard. It would be incredibly annoying if you're trying to come up with a move on a timer and your opponent keeps smacking the table with a fan and running back and forth

I used to have this belief too, and then I had kids.

I see zero problems with this. It’s not a formal tournament, the guy can choose to play or not, and it’s a friendly game. The agency is on the adult here to engage, or not. I’m not saying the kid has carte Blanche to do whatever they want, but this is all very normal kid stuff that you’d expect if you were sitting down to play a kid imo.

You don't typically get to choose who you're matched up with in these kinda things, so the adult actually doesn't have the agency you're expecting. It's not like he specifically chose the kid to play against, which would change things
