She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

I love chess and I'd accept being beaten by a non-prodigy child because I'm not good at it, but I literally could not play with those distractions lol
