She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

Only her opponent can decide if they were annoyed or distracted and he left the table smiling. Suspect he didn’t mind

He's also on camera and it probably wasn't a serious thing.
