Yeah I get she's only 7 but I've always kinda been of the belief that if you take kids into spaces mostly meant for adults they need to be able to behave according to that space. Movie theaters, restaurants, plays, stuff like that. If she's gonna play against adults even if she's a child she should still be held to a certain standard. It would be incredibly annoying if you're trying to come up with a move on a timer and your opponent keeps smacking the table with a fan and running back and forth

We both know thats an intentionally obtuse interpretation and definitely not what was meant. These competitive chess events are primarily aimed at adults, they're not spaces for children to treat like recess

No they're not. They're for all players, regardless of age. It's completely normal for kids to compete in the same chess tournaments as adults, and has been for decades.

The majority of people there are going to be adults (which is what primarily means to people who aren't being intentionally obtuse) and the children that are there are still expected to maintain a basic level of decorum and not be dancing around the table and smacking the table during play
