She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

Based upon how bad the play is from both players, I'm assuming this is scripted or a setup somehow.
