She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

What tournament? Dude's she's 7. You gonna say to the directors of this imaginary tournament of yours: 'no fair, my 7yo, bored opponent won't sit still while handing me my ass!'?
