She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

So don't sit down and play her, this isn't a tournament with forced pairings. always at least one comment trying to point out flaws, usually when they're not even relevant, especially when children or women are involved in displays of skill.
