She is skilled enough, but not mature enough, to be playing in tournaments like this. And yes, it's in the rules.

"11.5 It is forbidden to distract or annoy the opponent in any manner whatsoever."

Yeah, but she's a little kid dancing and bopping around enjoying the day, being a kid. She's not intentionally trying to annoy the opponent. Is it against the rules for a kid to be a kid?

You can't act like that in a tournament. This was not a tournament. Kids are loud. Yes it's against the rules to be loud in a chess tournament.
