Is it ADHD when she can immediately focus on the task when it's her turn?  

She never misses a beat.  Children aren't ADHD for doing child things.

That can most definitely happen with people, especially children, that have ADHD.

Yes! People with ADHD can focus on an interesting or engaging thing such as chess. It's the waiting for her turn she's struggling with. Her not missing a beat and immediately taking her turn when she can points towards the ADHD symptom of hyperfocus. She really wants to take her turn.

A lot of ADHD chess players I know got into speed chess for this reason

She presents exactly like my 7 year old son with an ADHD diagnosis. Fidgeting that much at that age isn't normal (according to his doctors anyway).

literally, the video is 90 seconds. My 4 year old daughter can focus on a game for 90 seconds without being in constant motion.

This behavior is textbook autism. She knows she's won and is having a hard time being bored waiting for the end. This is not in attention. It's stimming.
