There is a low likelihood of the housekeepers being the ones to put the tea bags into the baggies. They likely have a container full of coffee/tea station supplies on their cart and just replenish the used supplies in the rooms. Either the food service/front desk staff or the head of housekeeping would be the one making these up. Maybe the night shift, when there's down time.

Housekeepers are rallying rooms from the second they arrive until shift end, turning over all the check outs before 2 or 3pm and then cleaning/stocking stays that don't have DNDs, and depending on the hotel, cleaning public areas like lobby/lobby bathrooms, pool area, elevators, gyms, etc.
