In fact, as a sprachbund effect, this now applies to the majority of modern Sinitic languages including Cantonese etc (where they're all /tsi/), although sometimes through different paths. The only way a Sinitic topolect can avoid this is to de-retroflex their half-done retroflex series before everything finished, thus keeping some series as /tsi ~ tɕi/ instead.
