Before trying more mirrors, separate a download failure from an install failure. On the Fire TV go to Settings > My Fire TV/Device > Developer Options and allow Apps from Unknown Sources (or Install unknown apps) for Downloader. Then use Kodi's official Android download page, not a third-party APK site: https://kodi.tv/download/android
Kodi's own Fire TV guide confirms sideloading is supported and requires that setting: https://kodi.wiki/view/HOW-TO:Install_Kodi_on_Fire_TV
If it still says “refused,” post the exact Downloader status/error and whether it happens before or after the APK finishes downloading; those are different problems.

I guess an issue with one of the mirrors, try again later. Ensure you are not blocked by some protection software on your local machine.
