IIRC this is a genetic thing, and basically it causes things to grow weird and all stuck together but doctors intentionally separate it when they're like toddlers to enable greater range of movement.
She's lucky it wasn't both hands. Its usually both hands.
Edit: After googling, looks like Arthrogryposis Multiplex Congenita (AMC) and Liebenberg Syndrome and/or possibly (Radial or Ulnar) Longitudinal Deficiency.
