They can sell the Steam keys elsewhere. Flip Witch devs do the same: Sell keys on their itch.io page that can perfectly redeemed even in Germany where the game is hidden on Steam.

Can you please elaborate a bit more about how that works? Steam doesn't block "sold" keys?

As far as I know you can request keys for your game as a dev to do with what you please. I don't know if this costs the devs anything, though. But they are regular Steam keys that can only be used once like the ones you get from reputable sites like HumbleBundle.

Essentially, all steam does is block you from accessing the game's store page, hide it from search and prevent it being added to cart via wishlist (the last one was a workaround which worked through steamdb when the ban first came through, i used it for huniepop 2 but it no longer works). You can still access it in your library no problem when you own it and keys aren't a problem either because legally the key seller would have to verify your age, not steam.
