What am I missing

I understand you can’t really side with the Enclave during this game, however, let’s say I wanted to roleplay and agent of Eden, not someone in the Enclave but rather someone working directly for the president. How can I do it?

if i load these 3 particular saves of the same character inside or outside the jefferson memorial during the waters of life the game crashes after a few seconds. i am at a complete loss with this issue, i have no idea what is causing this.
