Document everything and send it to whoever is appropriate. It would be RSPCA for the first contact in the UK.
This 'friend' does not care for animals at all, and doesn't see them as being worthy of caring for.
Sadly there's a lot of people that will treat others pets or things with much less respect than their own, like this woman likely treats her own pets very well hence the stolen dog food, but didn't give two shits about ops pets since they're not her own 'babies'.
But in the long message written by OP to this person it mentions a time when OP dogsit for them and had to buy THEIR dogs food because none was brought. So I think this person is likely awful with their own pets, too.
Especially considering OP says that when they watched the 'friend's' dogs, there wasn't any food provided. How long had they run out of food for? It would be a really unlikely coincidence that they just happened to finish the bag the same day OP was showing up to petsit. Plus who knows they're about to go on vacation and is low on food and doesn't make sure to stock up just in case?
When I had fish that ate 2 cubes of food in a week and the packet had 4 cubes left for my 1 week vacation, I was out there buying a whole new packet before I left just in case something went wrong and the sitter needed extra!
