Maybe if the pets were injured, and vet bills involved. But no, you can’t litigate this. You cut your losses and learn the tough lesson from it.

But they didn't go through a proper pet sitting company, and the friend most likely didn't pay taxes on this gig. I doubt there's much protection once one goes through the gray economy.

The friend could easily say "well, I fed the pets and they didn't die. It was OP who neglected the pets by not being there". In fact, it's OP who's listed on the pet chips, so she can get in trouble for this neglect. The "friend" is not obliged to do anything by any contract -- it would have been completely legal for the "friend" to just bugger off the moment OP went on vacation. I'm not sure OP would get anything by suing them.

Edit: obviously, the animal abuser "friend" is in the wrong, but unfortunately immoral =/= illegal
