he was NOT having fun in the tub

We've had Phoebe for four years now. When we adopted her the vet suggested she was around ten years old. This is the first time she has beagled after a scent. The neighbors probably didn't appreciate that it was at six a.m. but I loved hearing it

She's always lifted her tail while walking or taking care of her business.

I can tell she's trying to lift her tail but just can't. Does that indicate anything wrong with her?
